Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF will be a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF Construction project works on various schedules with differing start times, and may require employees to work overtime, weekends, and/or nightshift when a business need arises.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary:

Provides support to field engineering department personnel by performing assigned quantity takeoffs, trending, and backcharge responsibilities. Completes assigned tasks with minimal supervision and technical direction. Position reports to the Project Field Engineer. #LI-CL1

Major Responsibilities:

Level 1

• Performs routine cost estimating, analysis, and control activities, as directed.
• Supports the implementation of cost monitoring and control standards, techniques, systems, and reports.
• Assists with budget allocation and reporting/cost control for specific construction discipline or group of disciplines.
• Assists in the development of quantity takeoffs for a specific discipline or specialty.
• Assists in developing specific project codes of accounts and recommends appropriate modifications and revisions.
• Supports the project Trend and Backcharge programs as assigned.
• Assists in the development and application of unit rates (cost and job hours) to quantity takeoffs.
• Work on problems of moderate scope where analysis of situations or data requires a review of a variety of factors.

Level 2 

• Verifies consistency with previous reports to ensure compatibility and consistency.
• Performs budget allocation and reporting/cost control regime for specific construction discipline or group of disciplines.
• Prepares cost studies using historical data, statistical analysis, and cost and quantity comparisons.  
• May assist less-experienced team members.

Education and Experience Requirements:

• Level 1: Requires bachelor’s degree (or international equivalent) and 1-2 years of relevant experience or 5-6 years of relevant work experience
• Level 2: Requires bachelor’s degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
• Must be a US Citizen.
• Must be able to complete a pre-employment drug screen and background check, including verification of employment, education, and travel.

Required Knowledge, Skills, and Abilities:

• Exercises judgment within defined procedures and practices to determine appropriate actions.
• Moderate supervision with some latitude for judgement.
• Possesses problem-solving responsibility while working under defined guidelines.
• Utilizes and leverages applicable automation software and processes, including, but not limited to, TEAMWorks, SETROUTE, EcoSys, & PowerBI.
