Substation T&I Engineer required by our Client in the Oil & Energy sector to be assigned on a contract basis, located remotely.
Duration: ASAP – December 31st, 2023 (with probable extension)
POSITION SCOPE
The role of the Substation T&I Engineer is responsible to lead the technical definition, evaluation, planning, reporting and interfacing of the transport and installation activities for the Substation components. Including load in/out operations at manufacturers/marshalling port(s), transportation and installation of components, including handover(s), all in compliance with industry and company standards, and Health, Safety and Environment regulations and guidelines.
The Substation T&I Engineer is required to technically evaluate Transportation and Installation proposals during tender stage, follow up the preparation for execution activities and required interfaces, and support on technical aspects of the transportation and installation. The person assigned to this role shall coordinate within the project of assignment, as well as across-projects (with similar roles in other projects) to ensure delivery as per objectives and company standards (including but not limited knowledge transfer).
PRINCIPAL RESPONSIBILITIES
Main responsibilities will include:
- Expected to work with sufficient autonomy and support the technical aspects of substation, Transportation and Installation scope all along the project
- Analyze, recommend and optimize offshore installation and logistic concepts and methodologies from early design up to the offshore campaign
- Evaluate technical proposals for substation Transportation and Installation during tender stage
- Review method statements and risk assessments and produce comments sheets
- Provide input to the risk and program analysis
- Respond to technical queries or interface with other packages/Contractors to resolve queries
- Review engineering calculations (in general) and identify issues / risks to the Project
- Liaison with the Marine Warranty Surveyor service, ensuring the transport methodology is approved
- Promote a strong, clear and positive health and safety culture
- Implement the Client installation management procedures and ensure compliance with offshore marine and lifting regulations
- Attendance to meetings, and participation in the required discussions, at the project offices, as well as at the Contractors and Site offices
- Coordination with the relevant department(s) for assurances, use, compliance and production of company standards, knowledge transfer and lessons learnt
- Reporting at project level to Substation T&I manager
- Assurance of Transport and Installation standards for the delivery by the contractor, since the contract negotiation stage up to preparation for execution, and final installation stages
- Delivery of all technical tasks, including production of documents, attendance to meetings, reports, technical evaluations, specifications, alternatives assessments, site inspections, etc., as required
- Support HAZID/HAZOP for loadout, transport and installation equipment design and offshore installation operations Review Design Risk Assessments for specialized equipment
- Collaborate as required in technical activities for the project and company’s portfolio
- Coordinating with colleagues in similar roles at other projects, and with Head of Department for assurances, use, compliance and production of company standards, knowledge transfer, line management, etc.
- Production of regular reports
- Continuous knowledge sharing including regularly updated Lessons Learnt registered with the line department
EXPERIENCE / QUALIFICATIONS
To be successful in this role you will need to demonstrate as a minimum:
Qualifications
- Educated to Degree level in relevant engineering discipline (Naval, Civil or Mechanical) and Master’s degree in an engineering discipline related to offshore installation works or maritime works will be positively assessed
- Registration as a Professional Engineer is desirable
Experience
- Min. 5 years previous relevant industry experience
- Demonstrable experience in Loadout and Transshipment Operations is required
- Experience in Substation Transport & Installation is required
- Experience in Offshore Heavy Lift Operations and Marine Operations is required
- Experience in Grillage and Sea fastening design is required
- Experience in Subsea Noise Abatement Systems is desirable
- Relevant experience working for an operator is desirable
Skills
- Strong understanding of H&S legislation applicable to offshore operations
- Working knowledge and understanding of US Health and Safety legislation relevant to offshore structures and marine operations; Standards/regulations and best practices on heavy lifting, maritime transport, and offshore installation, especially N001/02 Marine Operations and Marine Warranty
- Working knowledge and understanding of: Construction planning/ Estimations/ Risk Management/ Management of interfaces of multidisciplinary teams spread across multiple locations
- Highly developed communication (written and verbal) and interpersonal skills, particularly related to multicultural relationships, and ability to present effectively to management teams
- Commercial awareness on T&I and INCO terms
- Professional proficiency in English language is Required
- Advanced user of Microsoft office applications
