This role supports the GCCIO and Group Clinical Informatics (GCI) in in its strategic development and implementation of medium to large-sized programs and projects, in line with NHG’s vision and mission. Manages and coordinates large and/or complex Healthcare IT Programs, focusing on Vendor and Partner commitment, Programme Management, Governance and Processes on the overall project rollout, ensuring integrity in the alignment to scope, timeline, budget and system readiness aspects of the Next Generation EMR/Clinical IT experience across the cluster.
Areas of Responsibility
Programme Management/ Delivery/ Post-Live
- Be one of key leaders of the Next Generation Electronic Medical Records (NGEMR) project overseeing but not limited to the areas in Go Live sequence, project timeline, testing, integration, cutover, change requests management and business continuity assessment.
- Proactively work with Senior Management and key stakeholders to identify key business objectives, priorities and critical success factors, applying them to establish and implement overall project and program strategy for delivery excellence, cost effectiveness and continuous improvements.
- Monitor, track and validate NGEMR project deliverables delivered by Vendor/Partners to baseline deliverables and milestone attainment through simulations and data models. Monitor overall program health.
- Design the RACI (Responsible, Accountable, Consulted, Informed) for post NGEMR business-as-usual activities for areas within programme and governance scope.
- Collaborate with key institutional stakeholders across NHG and IT partners to develop and implement plans to anticipate, address and mitigate the effects of various business interruptions related to NGEMR.
- Maintain change request framework that tie in with IT partner’s and NUHS’ processes to manage voluminous NGEMR change requests at the cluster level.
NGEMR/Clinical Governance Portfolio
- Overall in charge of governance, audit, risk and compliance management activities for EMR access.
- Ensure NGEMR User & Access team and respective team Application Analyst build and test the system as guided/requested by stakeholders.
- Lead effort in setting up access frameworks for Clinical Informatics Analysts / Process Analysts / Institutional Office of Clinical Informatics.
- Ensure continuous effort and activities run in UAM matters or Audit matters related development and maintenance of instructional tools, training programs/materials for various stakeholders including, but not limited to the system end-users and stakeholders in NGEMR project.
Team and Operational Portfolio
- Assume the portfolio of leading, teaching and guiding junior project executives.
Other duties directed by GCCIO and the office of GCI.
JOB REQUIREMENTS
Education/Training/Experience
- Healthcare/IT professionals who take an interest in informatics and/or governance to enable support & improve healthcare
- Preferably a tertiary degree from a recognized university in IT.
- Preferably 8-10 years of relevant working experience in a healthcare setting with clinical or healthcare informatics/healthcare IT/ governance experience, with at least 5 years in a team management role.
- Experience with IT project management and/or IT service operations.
- Professional certification in Project Management, ITIL or equivalent areas would be advantageous

- Proven track record of leading diverse project teams and managing senior stakeholders.
- Ability to work effectively as an individual as well as in a team.
- Ability to work on complex issues simultaneously.
