Job Summary
The Risk Management/Safety Specialist supports the Risk Management and Safety Department in establishing, implementing, maintaining and monitoring a district wide safety management program and ensures compliance with OSHA and other regulatory agencies. The position has a retirement association with the Public Employees’ Retirement System (PERS).
Job Requirements
The following are required:
- A high school diploma or equivalent education.
- Two years of experience in claims management.
- Must have OSHA General Industry Outreach Training Compliance Card or obtain one within six months of hire.
- A valid Alaska driver’s license.
The following are preferred:
- Associate or bachelor’s degree of Applied Science in Occupational Safety and Health.
- Experience with the principles and practices of investigation concerning accidents and workers compensation claims.
- Knowledge of State of Alaska EDI reporting.
- Knowledge of office practices, procedures, office machines and filing systems
- Knowledge of ASD computer systems such as IFAS, EmpCenter, Claim Pilot and Q.
- Working knowledge of state and federal OSHA regulations and the ability to maintain OSHA logs.
- Knowledge and experience in claims administration, property and liability insurance, and loss prevention and safety.
- Ability to communicate risk control strategies.
- Experience providing trainings and presentations in small and large group settings.
- Knowledge of the link between effective injury and illness prevention and workers’ compensation loss experience and insurance premiums.
- Proficiency in Microsoft Outlook, Word and Excel.
Essential Job Functions
- Conducts investigations of safety related incidents, district asset loss situations and facilitates root cause analysis to determine appropriate loss control measures.
- Captures safety related data and injury reports and performs a range of special projects related to the tracking, recording, audit, reconciliation or compilation of that data, as directed.
- Analyzes loss experience data to support the Senior Director with the development and implementation of safety programs and policies.
- Visits schools and facilities to conduct periodic inspections focused on providing assistance to principals, leaders, and managers on recognizing hazards and recommending corrective steps, checking compliance with safety rules, regulations, procedures, and safety training.
- Participates in the ASD’s district wide Safety Council.
- Participates in employee safety/loss control training as needed.
- Facilitates development of safety education programs for staff and students.
- Performs OSHA recordkeeping; maintains OSHA logs, generates and issues yearly OSHA 300As as well as submits claim information to the Department of Labor.
- Works cooperatively with related governmental agencies, insurance brokers and district retained legal counsel.
- Works with Attorney General and District Attorney’s offices to ensure restitution for loss of district assets.
- Assists legal counsel in responding to requests for data and information as needed in various litigation matters.
- Coordinates the set-up of all worker compensation claims with adjusters and Senior Director.
- Facilitates and manages adjusting of all auto liability claims, working closely with Student Transportation, insurance companies and the public.
- Coordinates procurement of the district’s liability insurance program with the Senior Director.
- Keeps policies, procedures, and training materials up to date and incorporates industry wide best practices.
- Ensures strict confidentiality of all contents of worker compensation and liability claim files.
- Ensures compliance with applicable local, state, and federal health and safety laws and regulations.
- Ensures compliance with Anchorage School Board and administrative policies, procedures, and guidelines related to safety for employees, students, and visitors.
- Performs work with independent judgment, speed and accuracy including financial and statistical reports.
- Establishes and maintains effective working relationships with all levels of management, supervision and other Anchorage School District employees.
- Communicates clearly and professionally in both writing and speaking.
Physical /Mental Demands
The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.
