Job Title:  Proposal Manager

Job Summary: EMCOR Government Services has an opening for an exceptional, working Proposal Manager in Alexandria, VA. As a key member of the proposal team, the Proposal Manager is responsible for creating responses to requests for proposals with team support. The large and growing proposal team supports multi-million dollar opportunities. There is significant potential for growth within the proposal team and company paid training is available. This is a hybid position, the ability to work out of the Alexandria Office 2 – 3 days a week is required.

Essential Duties and Responsibilities: 

• Serve as lead writer for assigned government bids in support of Senior Proposal Manager- bid requirements vary from quick-turnaround RFIs and task orders to full RFPs.
• Manage the full proposal lifecycle – from initial solution development, to proposal writing, to final editing and compliance assurance, to production and submission.
• Develop compliant and compelling proposal content in accordance with RFP requirements.
• The ability to comprehend government RFPs is required.
• Work with technical subject matter experts and capture team leaders to develop bid and proposal strategies (and associated content) designed to enhance our bid position and to increase win probabilities.
• Prepare annotated outlines, section mockups, and section specifications to support the proposal strategy.
• Coordinate development of graphics to convey key proposal messaging with graphic designers.
• Use software programs (e.g., Teams, SharePoint) for proposal communications, collaboration, scheduling, and development.
• Ensure that all information is consistent with the organization’s brand message, value proposition, business objectives and style standards.
• Edit and proofread proposal sections for style, consistency, and compliance.
• Assist in producing, binding, packaging and shipping all customer documents.
• Support and monitor production of proposals, ensuring that high quality, professional products are created and delivered on time.
• Help manage opportunity kick-off meetings, bid schedules, and proposal reviews.
• Must work late hours / weekends periodically throughout the proposal process to submission when needed.

Qualifications:  

• Bachelor’s degree in English, Writing, Journalism, Marketing, Communications, or related field required.
• Minimum 5 to 10 years of experience in proposal development, government proposal development preferred.
• Knowledge of facility management industry or related industry preferred.
• Proven ability to be self-motivated and work individually as well as part of a team.
• Must have a strong work ethic and commitment to producing quality work.
• Capability to multi-task and prioritize work assignments when needed.
• Must be a strong communicator and able to interface within difference levels of the organization.
• Ability to think critically and draw from several resources to create simple, unified and persuasive documents.
• Proficiency in Microsoft Word, Microsoft PowerPoint, Microsoft Excel, and Microsoft Teams.
• Familiarity with proposal development best practices, such as Shipley or APMP, preferred but not required.
• Strong organizational skills and an attention to detail.
• Willingness and ability to adapt and learn in a fast-moving environment.
• The position offers a hybrid office\work from home environment or remote work depending on location. Must be able to work out of the Alexandria, VA office  or travel to the Alexandria on a regular basis

Compensation Range:   $100,000 – $130,000
