As Manager, Strategy and Coordination, of the Communicable Diseases Agency Planning Office (CDA PO), you will support the 1. Head Strategy and Coordination, 2. Dy Head, Strategy and 3. Dy Head, Coordination in the establishment of the Communicable Diseases Agency (CDA).
The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA PO’s role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board.
You will play a key role in supporting the Heads in the setting up of CDA. This includes the following responsibilities:
- Support the development and implementation of strategies for the successful setup of the CDA, including the development of corporate strategy, governance framework and legislation for the new agency.
- Develop and implement policies and procedures that ensure compliance with all applicable regulations and standards for the setup of a new government agency.
- Ensure effective communication and collaboration channels with internal and external stakeholders for the setup of the CDA, on matters related to corporate strategy, governance and legislation.
- Conduct research and analysis on best practices in corporate governance and legislation development for government (and equivalent) agencies.
- Draft and review corporate governance documents to ensure that they align with CDA’s goals and objectives.
- Prepare reports, presentations, and other materials related to strategy and governance for the CDA.
- Provide guidance and mentorship to junior staff working on the setup of the new agency.
- Liaise and Coordinate with stakeholders from other agencies and organizations to ensure alignment of policies and procedures, where necessary.
- Coordinate and track deliverables to ensure adherence to timeline.
- Involvement with project management to identify interdependencies in work schedules and provide resolution for conflicting project pathways.
You will be working in a fast-paced and highly volatile environment that will require you to manage timelines and concurrent projects to ensure smooth set-up of the CDA.
The ideal candidate will have:
- At least 5 years of relevant experience in strategic planning and development, corporate governance or project management in big organisations such as government sectors, public healthcare or MNCs
- Systematic, resourceful and has a broad sense of perspective
- Strong analytical, critical thinking and problem solving skills;
- Excellent stakeholder management, leadership and interpersonal skills
- Proven policy writing skills, with experience in developing policies and procedures that are practical, effective, and compliant with regulatory requirements
- Ability to work independently and/or with a team, and to manage multiple priorities and deadlines
- Experience in setting up equivalent agencies, including those outside the government, is highly desirable
