Job Description
The IT Business Partner (Head, Business Area) is the principal IT officer responsible for effective delivery of quality IT services to ST Engineering business entities in a particular Business Area (BA). He/she reports to the Senior Vice President (IT) as well as the top management of the particular ST Engineering BA.
Key responsibilities include:
- IT Planning and Management: Works with the BA’s leadership team on its IT strategy, while ensuring that it is aligned with the overall Group IT strategy and direction. He/she will need to plan and manage the BA’s IT budget and cost charge-out to its business units, and oversee IT vendors and contracts specific to the BA. As the head of the IT business partnership function for the BA, he/she will have a team of business partners/project managers and field support engineers reporting to him/her. He/she will need to manage the team and ensure that it is able to work effectively and cohesively with other IT teams in the Group to deliver the desired outcomes for the BA.
- Service Management: Ensures effective, efficient and quality delivery of IT services, making sure that Service Level Agreement targets are met. The IT Business Partner is to engage key stakeholders in the BA regularly to understand their IT needs and expectations, and ensure that they are incorporated into Group IT plans. Conversely, the IT Business Partner should ensure that Group IT initiatives are effectively communicated and successfully roll out to end users in the BA.
- Portfolio and Project Management: Oversees portfolio of IT projects for the BA which are undertaken by the Group or BA IT teams, and ensures that projects are progressing well and objectives are met. He/she will need to mentor and supervise project managers in his/her team who manage individual projects in the BA. He/she may also need to directly manage key programs or projects. In this case, he/she will take on responsibilities including project planning and scope/schedule/budget/resource management, and ensure that project deliverables and objectives are met.
- IT Governance: Ensures that Group IT policies, procedures and best practices are effectively communicated and adopted by local and overseas business units in the BA. With guidance from Group IT Planning & Governance and Group Chief Information Security Office teams as required, the IT Business Partner will need to provide advice on IT governance and security requirements to business units for operational systems that run on the organisation’s IT networks, and ensure compliance to those requirements.
Requirements
- Singapore Citizen
- Degree in Computer Science, Computer Engineering, Information Technology or equivalent qualification
- Certified IT Project Management qualification
- Minimally 10 years of IT experience, of which 3 should be at an IT director- or deputy director-level leadership position
- Good working knowledge of IT infrastructure and security systems, web/portal application development, and SAP Enterprise Resource Planning system and processes
- Have led successful implementation of at least a few medium-to-large sized IT projects (project value of more than S$1 million)
- Experience working in an IT shared services organisation in a business partnership role is an added advantage
- Excellent communication skills, both written and spoken, with the ability to interact with senior management as well as operational levels of staff
