Lawrence Berkeley National Lab’s (LBNL) Projects & Infrastructure Modernization Division has an opening for a Cost Estimator to join the team.
In this exciting role, you will perform a variety of cost estimating activities for construction, maintenance and decommissioning/demolition projects at the Laboratory and off-campus leased facilities, utilizing knowledge and design skills to provide technical support, under limited direction by supervisor. This position reviews and estimates design & construction costs for projects in varying design maturity (from conceptual to definitive), ranging between $1,000 to $100M in size with multidisciplinary scope (architectural, civil, structural, mechanical, electrical, and plumbing). Cost estimates include design, equipment, labor, materials, and other project support costs with consideration for environmental protection and safety codes.
What You Will Do:
- Perform construction costs estimates using cost estimating software. Update estimating software database with labor band material pricing schedules, construction projects data, and historical data.
- Prepare construction cost estimates for new and remodel facilities at the Laboratory, provide cost reasonableness change order support to project managers, and provide value engineering services as needed.
- Prepare multi-craft cost estimates and develop and apply unit rates (cost and job hour) to quantities and perform extensions for total cost estimates.
- Analyze specifications, including sketches, drawings, bills of material, or sample layouts, and calculate production costs using labor and material pricing schedules and historical data.
- Work with complex cost estimating models including factored and parametric estimates.
- Provide more detailed information as required, on definitive cost estimates, to the Project Managers when estimating project costs.
- Compare estimated costs versus actual costs, providing data used for benchmarking and historical databases, at the close of projects.
- Provide resolution to a diverse range of complex problems where analysis of data requires evaluation of identifiable factors. Exercises judgment within generally defined practices and policies in selecting methods and techniques for obtaining solutions.
- Interacts with senior internal and external personnel. Internal and external contacts often pertain to LBNL/UC plans and objectives.
- Perform job site visits during construction to confirm the job is being executed as estimated, discuss problem areas as they develop and offer solutions.
- Works under limited direction. Normally receives general instructions on new assignments and little instruction on day-to-day work. Independently determines and develops approach to solutions. Work is evaluated upon completion to ensure objectives have been met.
What is Required:
- Requires a minimum of 2 years of relevant experience with a Bachelor’s degree in Engineering or Project Management; or an advanced degree without experience; or equivalent 6 years of work experience in construction.
- Experience as a construction estimator, professional or collaborator for an engineering and construction firm, licensed building contractor and/or a facilities organization preparing bids for construction projects.
- Familiarity with standard estimating techniques required for estimates, including planning, conceptual, preliminary, and final estimates for new construction and remodeling facilities. The ability to conceptualize and select optimal design approaches during estimating is a key skill for this position.
- Experience in preparing estimates manually, and with computer generated spreadsheet applications to develop multi-discipline estimates for civil, architectural, structural, mechanical, electrical, and plumbing work.
- Knowledge of computerized estimating spreadsheets and programs, specifically Microsoft Excel and Bluebeam Revu software.
- Knowledge of applicable construction codes, OSHA requirements, and federal, state and local regulations pertaining to the environment, health and safety.
- Experience using common publications for labor and material unit pricing within various CSI Master Format and Uniformat II divisions.
- Supports the development of new theories and methods. Uses and applies principles, theories, and concepts in accordance with organizational objectives to solve complex problems in creative and effective ways. Some barriers to entry such as technical committee review exist at this level.
- Familiarity with finance principles and practices for DOE/LBNL burden applications.
- Familiarity with LBNL, UC and DOE policies and procedures, including the Department of Energy G413.3-21A Cost Estimating Guide and GAO Cost Estimating & Assessment Guide.
- Strong communication skills (verbally and written) with individuals and groups at all levels of an organization, including senior management staff and external personnel.
Desired Qualifications:
- Working knowledge of SAGE Estimating software or similar.
- Certification as a Certified Cost Technician (CCT) by the Association of Advancement of Cost Engineering (AACE), or Associate Estimate Professional (AEP) by the American Society of Professional Estimators (ASPE).
- Valid Engineer-in-Training (EIT) license by California Board for Professional Engineers, Land Surveyors, and Geologists.
Notes:
- This is a full-time, career appointment, exempt (monthly paid) from overtime pay.
- This position is expected to pay $7,076 – $9,000/monthly, which fits within the full salary range of $6,291-$10,617/monthly for the job classification of G93.2.
- Salary for this position will commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
- It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate’s qualifications and experience.

- This position is eligible for a hybrid work schedule – a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
