Job Summary
This is management and administrative work in the Design and Construction Division of the School District. The employee in this class has direct supervision of a team of professionals
comprised of Construction Project Managers, Construction Area Coordinators, and Building Construction Inspectors responsible for new construction and renovations to School District facilities
Daily work activities are comprised of monitoring contractors involved in performing contract services for the School District of Philadelphia; coordinating with staff in Design, Finance, Contracts Compliance and Grade and Space Planning throughout various stages of project development; reviewing and approving all invoices and change order requests from construction contractors; ensuring project close out process occurs with fidelity including completion of all punch list items and documentation; leading bi-weekly project update meetings with staff within the Construction Division; participating in an annual capital budget call process to review capital
funding requests and identify future projects for inclusion in the capital budget.
Assures construction projects are completed on time and within the specified budget, technical requirements and schedule. .Identifies and leads professional development opportunities for construction within Capital Programs.
The Construction Manager is an integral member of the Office of Capital Programs management team.
Essential Functions
• Supervises a staff of construction project managers and inspectors assigned to various contracts and provides technical assistance where necessary to resolve problems. • Reviews construction contracts to insure that deadlines, legal stipulations, quality control and other pertinent aspects are closely adhered to.
• Prepares reports using various methods and techniques to keep administrative officials informed as to completion stages and cost control.
• Evaluates contractor invoices relative to contract payment schedules; analyzes claims for contract change orders; certifies all contractor invoices for final payment; authorizes all final payment vouchers.
• Coordinates the upgrading of specifications, systems and methods with the design staff. • Coordinates constructions activities with appropriate maintenance staff. • Meets with contractors to resolve problems regarding contract design changes, change orders, construction method changes or other similar matters regarding contract compliance.

Qualifications
Minimum Requirements
• Bachelor’s degree from an accredited college or university with major course work in engineering, architecture or construction management.
• Five years of paid professional experience as a field construction supervisor on major construction projects, at least three years of which have included managing the various phases of construction projects from design inception through project completion, and have included on-site supervision of subordinate employees, participation in the administration of construction contracts, and participation in the management of cost control operations in a school district, municipality, or private firm or organization.
OR
• Any equivalent combination of training and experience determined to be acceptable by the Office of Talent, with an associate’s degree as an educational minimum.
• All work experience related to the position must be included on the resume. Knowledge, Skills and Abilities
Demonstrated knowledge of:
o the methods and techniques of supervising and managing personnel. o the methods and procedures commonly used in the field for the construction and maintenance of buildings and other structures.
o contractual procedures and practices relative to scheduling, material requisition and building specification implementation, particularly as they relate to field construction management.
o applicable electrical, mechanical, and building codes and requirements. o critical path, construction fast tracking, and related management methods commonly used in construction and construction contract management.
o educational facilities preferred.
Demonstrated ability to:
o supervise the work of technical and support staff.
o negotiate, plan, organize, and administer construction projects on the basis of need, the availability of funds and contractors’ services, accountability of contractors and other pertinent factors.
o prepare and maintain comprehensive records and prepare reports and manage a computerized data gathering system for project control.
o work both independently and within a team environment.
o work, plan, schedule and coordinate with school based staff, maintenance personnel, and other team members of capital programs to ensure minimum interruption to the educational process and the daily overall operations of the school.
o lead and participate in public forums and meetings informing communities about planned capital projects
o communicate effectively, both verbally and in writing.
o establish and maintain effective working relationships with associates, contractors, administrative officials and others.
