Assist in the planning and execution of strategic C&B programmes at the Group level to support NHG’s institutions in attracting, motivating and retaining the right talents to support business strategies.
Support the compensation management for NHG’s Cluster Healthcare Leadership (CHLs) and senior leadership.
Strategic C&B
- Drive strategic C&B projects (e.g. salary structure reviews, allowance reviews, benefits reviews, recognition and retention schemes) from end-to-end, including conceptualisation, simulations, implementation strategies, drafting of approval papers, communications and change management
- Collaborate with HRBPs in the development of new career pathways and review of existing career pathway. Lead the job levelling and salary structure design associated with the career pathway.
- Perform job evaluations and job levelling exercises
- Assess budgetary impact of C&B decisions
- Contribute in MOH-level workgroups and committees focused on C&B initiatives. Review and adapt sectoral level recommendations for application in NHG setting. Work closely with the institution HR for implementation on the ground. Represent the institutions to address ground issues and concerns with the Ministry and work together to find solutions.
- Oversee participation in salary surveys and analysis of NHG institutions’ salary competitiveness
- Act as point of contact between MOH/other external parties and NHG institutions for C&B related matters
- Keep abreast of local C&B best practices and legislative changes to ensure compliance
- Provide consultative support and work with various institutions under the NHG Group to roll out C&B programmes
- Work together closely with site HR on any policy change/deviation request to understand institutional needs and find solutions taking into consideration the system-wide impact. Review/propose recommendations and follow through to get necessary approvals from Senior Management
- Provide guidance and leadership to the C&B Executive supporting the strategic C&B function
CHL C&B
- Conduct annual and ad-hoc remuneration reviews and recommendations for CHLs
- Prepare presentation materials and draft papers for Board HR Committee’s approval
- Work with MOHH on job evaluations and salary benchmarking for key senior leadership roles such as GCEO, CEO and CMBs
- Make salary recommendations and proposals for new CHL appointees
- Support the development of new and review of existing compensation framework and schemes for CHLs and senior leadership
Other Areas
- Participate/perform secretariat function in Group level workgroups/projects where C&B expertise is required e.g. compensation committees, HR transformation efforts etc.
- Participate in other ad-hoc HR projects and activities at the Group HR level as required
Job Requirements
Education/Training/Experience
- Min Degree in HR Related field / Business Admin or equivalent
- At least 5-6 years relevant working experience in the area of Compensation & Benefits
- Technical knowledge and hands-on experience in total rewards including salary structure design, salary reviews, market benchmarking competitiveness studies, job evaluation.
- Hands-on knowledge in job evaluation methodologies such as Korn Ferry Hay Group will be preferred.
- Proficient in Microsoft Office applications. Advanced skills in Excel preferred.
- Well-versed in local employment laws and regulations.
- Past experience in HRIS project and implementation will be advantageous.
