Overview
GovCIO is seeking a highly experienced technical architect/strategist to support the Department of Veterans Affairs (VA). You will work closely with senior managers of our clients and, business customers, and technical SMEs from various product teams. This includes continuing a comprehensive review and updates of the current state product architecture artifacts, assessment of the current vision and plans, and developing multiple-year product roadmaps. You will work with the product line intake team to provide technical assessment and recommendation of where and how to move forward with the intake requests. You will be supporting the client Technical Director to be the liaison between the Health Technology Office (HTO) and Product teams for any compliance activities. The environment is dynamic and client needs are evolving; communications, flexibility and forward-thinking views are important for success.
This position will be a fully remote position.
Responsibilities
- Quickly develop a holistic view of the organization’s current IT architecture, business operations, in-flight technology modernization initiatives and future plans; express and defend personal/team dissenting opinions with clarity and diplomacy
- Serve as a liaison between HTO and product teams to support any compliance activities; duties includes coordination with product teams, product line support, to plan and execute to produce artifacts for compliance needs
- Support and defend the Intake process for new work and change requests; conduct workflow analysis, technology assessments, and business-related studies, to provide recommendations to Product Line Intake team for next steps
- Develop IT Architecture Runways consistent with VA Enterprise Standards and business needs; author primary architecture artifacts for existing or new products to generate a baseline of technical reference and expertise
- Provide guidance and strategy for adoption of new technology products and processes optimizing developer, customer, and end-user experience.
- Conduct solution comparative analysis as assigned
- Build a trusted advisory relationship with client Technical leadership or development leads
- Build/augment product line/product roadmaps and runways that align with higher organizational strategies and vision
- Monitor/interpret technology memos/policies/directives from higher leadership and recommend approaches
- Proactively and insightfully report/document delivery of value
- Willingness to learn Jira to support Jira standardization activities; support incumbent Jira implementation analytics using JQL (Jira Query)
Qualifications
Required Skills and Experience
- Bachelor’s Degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline with 15+ years of related experience in Technical delivery experience required (As developer, IT Architect or equivalent)
- Additional 10 years of related experience can be substituted for degree
- Advanced written, oral, and visual communication with sensitivity to the perspectives, limitations, and needs of different audiences
- Demonstrated technical management experience
- Ability to distill/optimize/simplify complex concepts, diagrams, and reports for consumption by different audiences
- Self-starter with can-do attitude
- Over 5 years of experience as a technical lead or systems or solutions architect
- Expert Agilist
- Experienced in conducting trade-off analysis in applications
- Well-versed in DevSecOps culture, processes, measures, and tooling
- Experience in Visio and PowerPoint
- Experience in Jira
- Experience in the design of enterprise technology
- Experience in developing future state architecture
- Experience in researching and documenting as-is architectures
Preferred Skills and Experience
- Experience supporting or leading within the Veterans Affairs Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus
- VistA experience is highly preferred
- SAFe certified or significant experience in SAFe or a SAFe transformation
- Visual remote collaboration tools, such as MS Teams, Mural.
- Jira administration is highly preferred

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
Posted Salary Range
USD $125,000.00 – USD $135,000.00 /Yr.
