ABOUT RANCHO SANTIAGO COMMUNITY COLLEGE DISTRICT
Rancho Santiago Community College District (RSCCD) is one of the most established districts in the state and has been in operation for nearly 50 years. Located in the heart of Orange County, it is one of the largest of California’s 72 community college districts, based on the number of credit and non-credit students. RSCCD encompasses 25 percent of Orange County’s total area and serves a population of more than 700,000 residents in the communities of Anaheim Hills, Orange, Santa Ana, Villa Park, and portions of Anaheim, Costa Mesa, Irvine, Fountain Valley, Garden Grove, Tustin, and Yorba Linda. POSITION OVERVIEW
The Director of People and Culture leads, partners, and optimizes the delivery of consistently excellent people and culture related strategy in the areas such as organizational design, technology innovation, continuity planning, on-boarding, employee communications, training, performance management, employee relations, total rewards, compliance, labor partnership, and coaching. The Director of People and Culture reports to the Assistant Vice Chancellor of People and Culture.
REPRESENTATIVE DUTIES
- Proactively partners with stakeholders to influence organizational transformation.
- Engages in integrated, actionable talent strategies and initiatives that help grow the business and deliver results.
- Innovates on People and Culture processes and technologies in fields such as onboarding, diversity recruitment, people analytics, sustainability, and fiscal management.
- Serving as the software application administrator for systems used by human resources such as applicant tracking systems, recruitment software, benefits systems, and HRS.
- Develop and recommend new and revised rules, regulations, policies and procedures, systems, and best practices to conduct the District’s People and Culture employee services projects and programs; oversee the maintenance of the People and Culture Procedures Manual.
- Collaborates with stakeholders to participate in negotiation, administration, and interpretation of labor agreements.
- Establish and implement People and Culture plans that effectively communicate and support the company’ score values, vision, and overall business objectives while paying attention to the impact on employees.
- Coaches stakeholders on people practices that will create a highly engaged culture of high performance; deliver management coaching and training where needed to front-line managers and senior leaders.
- Cultivates and strengthens relationships to implement all People and Culture initiatives and strategies. Provide guidance and input on workforce planning to support business strategy.
- Analyzes trends and metrics in partnership with the broader cross-functional People and Culture team to develop solutions, programs, and opportunities for learning.
- Collaborates to provide strategy to resolve complex and escalated employee relations affairs.
- Maintains in-depth knowledge of legal requirements related to day-to-day management of team members, reducing legal risks, and ensuring regulatory compliance.

Job Description
Under general supervision – provides technical and complex accounting support including responsibility for financial and statistical records, such as accounts payable and/or receivable, purchase orders, cash receipt, and journals and control records; prepares special accounting statements and reports in assigned areas; performs related duties as required.

Job Description
- Responds to radio and/or telephonic calls for routine and/or emergency assistance in both criminal and non-criminal matters. Deters and prevents unlawful behavior. Prepares incident and crime reports.
- Supervises, and reviews the work of District Safety & Security officers involved in traffic and field patrol, investigations, crime prevention, community relations and related services and activities;
- Supervises clerical/dispatch staff and student assistants.
- Prepares and administers briefings and deploys officers to assignments in accordance with the needs of the District.
- Prepares performance evaluations of subordinate staff; participates in the selection and disciplinary processes; ensures adequate staffing to meet safety and security needs, including authorizing short-term changes to normal assignments or assigning and supervising additional staff for special events;
- Supervises and participates in the investigation of criminal and non-criminal incidents.
- Receives and reviews crime, incident, and arrest reports. Ensures reports are correctly and properly written and submitted in a timely manner.

The Manager leads and ensures the delivery of consistently excellent People and Culture innovative and modernized strategies in People and Culture operations inclusive of equity & belonging, employee lifecycle, well-being, and civil rights. The Manager fosters a culture of continuous improvement, providing thought leadership to and influencing change at all levels in the organization.
REPRESENTATIVE DUTIES
- Innovates as a workforce expert and talent strategist, and works in partnership with executives to address operational, talent, and talent lifecycle-related issues, including change management, organizational development, organizational design and culture, workforce planning, talent growth, development, and coaching.
