Deputy Project Construction Manager required by our Client in the Energy sector to be assigned on a contract basis, located in Boston, MA
Duration: ASAP – end of 2023 (with extension)
POSITION SCOPE
Reporting to the Project Construction Manager (PCM), the Project Deputy Project Construction Manager (DPCM) is fully responsible for the execution work scopes completed under the Company’s offshore site jurisdiction during Project Construction. The Project Deputy Construction Manager is a supporting role to the Project Construction Manager, and therefore shares many of the same job responsibilities.
The DPCM will assist in leading the shore-based construction team and facilitating the successful planning, coordination, and eventual delivery of the offshore construction activities, managing all operations optimally across facilities to deliver the project programme safely, on time, and on budget.
The DPCM is a critical position will require a candidate with appropriate capabilities and competencies to deliver both the project offshore construction activities and to coordinate with the Commissioning team to facilitate the safe and efficient commissioning of the wind farm and grid assets. The DPCM, together with the PCM, are directly responsible for developing and implementing processes and procedures that support the overall strategy for managing the offshore construction site, as well as to ensure the clear delivery of that strategy throughout the project lifecycle: from concept, through site setup, to management of site works, and finally to O&M handover.
During the pre-FID stage, an effective DPCM will:
- Ensure the highest standards of Health, Safety, Environmental, Marine and Quality Performance
- Prepare for delivery of the project construction programme on time and on budget, and in a manner that maximizes revenue generation during commissioning.
- Maintain and adhere to company requirements, consent requirements, and other relevant statutory requirements.
PRINCIPAL RESPONSIBILITIES
- Supporting development, management, coordination, and delivery of the offshore works in the project construction zones. Where applicable this includes the offshore wind farm and the offshore export cable sites as well as the associated load-out harbors and landfall areas.
- Supporting setup of the overall construction strategy for the project and direct development of associated plans, including, but not limited to:
- Organization of the project, resource planning
- Construction site establishment
- Contract development and administration
- Risk and Lessons Learned management
- Project plans and procedure manuals
- Team leadership – assist in establishing, leading, and maintaining a suitably qualified, experienced, and competent team to deliver project construction scope with the aim of:
- Guiding and managing operations.
- Ensuring readiness of disciplines prior to dispatch to site.
- Reducing risks (Health, Safety, Environmental, Quality, Permitting) associated with onshore and offshore operations in execution/construction.
- Alignment of Construction, Package, Commissioning, and O&M site priorities.
- Development and review of Construction Contract Documents, including Employer’s Conditions of Contract.
- Procurement of Construction Services, ensuring all technical and commercial requirements related to execution are scoped, and that negotiation outcomes are favorable.
- Providing relevant technical and commercial input to tender documentation; assessment and evaluation of proposals; commercial, technical, and contractual negotiations; and final contract award.
- Information Management including document creation, rev. control, and signatures routing within the project’s online file management platform.
- Creation of minimum reporting requirements and standardization of metrics for weekly, monthly, and additional reporting as required by the project team and in alignment with business requirements.
- Developing Terms of Reference for strategic meetings/initiatives, to be aligned with project needs and business requirements.
- Support in preparing presentations and summary materials for upper management.
- Governance
- Ensuring best practices are effectively implemented in all processes and procedures, and that identified improvements/ updates are made to drive future success.
- Documenting lessons learned within the project’s registry to regularly capture relevant incidents and observations through which to drive future improvements. Implementing existing lessons learned from past projects.
- Safety/Environmental Management
- Reinforce HSE compliance, support in the development of associated procedures and processes by providing input and disseminating requirements across packages.
- Ensure Project Site Rules and Permit to Work procedure requirements are established and acknowledged by site-interfacing parties. Establish audit system to verify compliance.
- Establish a governance procedure to review and approve any significant construction works prior to first activities taking place.
- Project Controls
- Producing forecast cost estimates to inform conceptual and real budgets.
- Identify cost compliance strategy and control plans for implementation.
- Track conceptual budget per the cost control plan, identifying any variances.
- Track and provide timely schedule inputs to the Planning team.
- Documenting identified risks within the project’s registry to flag and track items requiring mitigations or contingency plans.
- Supporting EPC management in project delivery, ensuring governing departmental and business principles are acknowledged.
- Management of internal and external interfaces to ensure coverage between work scopes and seamless integration. Coordination with other transversal functions to assess and ensure general readiness for execution. Interfaces will include:

- Engagement with relevant technical design authorities to ensure operational considerations are appropriately reviewed in relation to engineering assumptions during execution.
- Organizing and conducting constructability reviews with packages to ensure that the project can be conducted safely, efficiently, and to the required quality standard.
- Supporting project decision-making through technical analysis/assessment to address risks or construction challenges.
- Support procurement and administration of the Marine Warranty Survey service contract.
EXPERIENCE / QUALIFICATIONS
To be successful in this role you will need to demonstrate as a minimum:
Qualifications
- Degree education in a relevant subject, preferably from an accredited engineering institute.
- Project Management(s) qualification preferred.
Experience
- Listed in order of preference, starting with most highly preferred:
- Proven experience and strong track record in detailed project management on complex projects, preferably in offshore wind or other offshore installation.
- Past experience in the creation and communication of procedural documentation to set offshore construction expectations/processes. Experience in the development and implementation of site rules and work permitting is essential.
- A demonstrable understanding of business considerations on large infrastructure projects, including key drivers and levers that influence business performance.
- A recommended minimum of ten years’ experience with an EPCI Contractor, energy developer, utility, engineering consultancy, or related offshore engineering role for offshore construction projects, with significant exposure to offshore construction.
- Proven experience and track record of contract negotiation and administration (preferably BIMCO and FIDIC).
- Experience in the management of offshore construction sites and harbors.
- Experience in bargaining discussions and management of union labor.
