ABOUT AMRCO
The Antimicrobial Resistance Coordinating Office (AMRCO) was established in 2018 to oversee the implementation, monitoring and evaluation of the National Strategic Action Plan (NSAP) on Antimicrobial Resistance (AMR). The NSAP aims to reduce the emergence and prevent the spread of drug resistant pathogens through a collective national effort, applying the core strategies of (i) education, (ii) surveillance and risk assessment, (iii) research, (iv) prevention and control of infection, and (v) optimisation of antimicrobial use. AMRCO works in close collaboration with the One Health agencies (Ministry of Health, Health Promotion Board, National Environment Agency, National Parks Board, Public Utilities Board and Singapore Food Agency) to coordinate AMR efforts across human, environmental, food and animal sectors. Additionally, AMRCO serves as Secretariat to the One Health AMR Workgroup (AMRWG), the National Antimicrobial Resistance Control Committee (NARCC) and the latter’s advisory Expert Panels.

JOB SUMMARY
The Executive / Senior Executive supports Head / AMRCO in the implementation of the National Strategic Action Plan on AMR. This will be achieved through the coordination of initiatives and programmes within NCID, and across relevant ministries and government agencies in Singapore.
The Executive / Senior Executive will also support and facilitate coordination between the AMRCO and the vertical units (research, training, epidemiology and laboratory) in NCID in implementing these initiatives and programmes.
The job requires a team player with strong written, verbal and social skills, who is able to coordinate effectively between a diverse group of stakeholders within and across various sectors, disciplines and countries. Moreover, candidates, regardless of background and experience, should be able to embrace a One Health approach, which recognises that the health of humans, domestic and wild animals, plants, and the wider environment (including ecosystems) are closely linked and interdependent.
DUTIES AND RESPONSIBILITIES
General
- Assist Head / AMRCO in operationalising the National Strategic Action Plan (NSAP) on AMR – through activities, initiatives and programmes that support and promote education on AMR, surveillance and risk assessment, research, infection control and prevention; and optimisation of antimicrobial use.
- Carry out routine administration processes, including procurement, operations, infrastructure, communications, records-keeping, reports and other routine operations as needed, to ensure smooth functioning of the Office.
- Assist in overseeing the work of AMRCO interns and temporary staff.
- Provide Secretariat support for department and national AMR committee meetings, including the organisation and staffing of meetings, and producing minutes and related materials.
- Assist in coordinating AMR efforts across the animal, human, food and environmental sectors, working with One Health agencies (MOH, NParks, SFA, PUB, NEA), public health institutions, institutes of higher learning and key stakeholders.
- Assist in fostering collaboration and partnerships with local, regional and international collaborators in AMR.
- Assist in providing technical support to senior officials in local, regional or international events where AMR is a topic of discussion, as required and to the extent appropriate to the situation.
- May be expected to take the lead in the implementation of certain projects, with guidance from more experienced members of the team.
- Execute any other ad-hoc activities required under the National Strategic Action Plan on AMR.
- Ensure the integrity and confidentiality of sensitive information.
Specific
Specific duties will have focus on one or more of the three (3) core areas of Education, Surveillance and Research, with some overlapping and/or supporting functions in other areas.

Surveillance and Research as core areas
- Surveillance
- Assist in strategies to expand and strengthen the collection, analysis and reporting of data on antimicrobial resistant pathogens and the consumption of antimicrobial drugs, within and across sectors, to provide data important for monitoring trends, assessing risks, guiding policy decisions and measuring their impact. This will be done in partnership with national AMR committees, healthcare institutions and other government agencies. - Support Singapore’s participation in global surveillance efforts, such as WHO’s Global AMR Surveillance System.
- Collect, collate, analyse surveillance data from participating institutions and sources for above-stated purposes. Prepare reports and present the data as needed.
- Engage new partners and stakeholders to obtain buy-in and participation in national surveillance systems and expand the pool of data sources and surveillance sites.
- Assist in developing and implementing strategies to better integrate surveillance systems within and across sectors.
- Research
- Assist in building and implementing the national agenda for AMR research, through (a) regular mapping and monitoring of the local research landscape, (b) identifying priority research needs that support the development of local policies and practices to mitigate AMR; (c) exploring funding platforms and implementing / administering / facilitating programmes to support such research, in partnership with relevant departments in NCID, MOH and One Health agencies.
- Monitor and track the performance of such funding programmes, and provide timely reports to the relevant governing bodies.
- Engage and partner local and international scientific community to advance the national agenda for AMR research.
JOB REQUIREMENTS
EDUCATION, TRAINING AND EXPERIENCE
- Possess at least a Bachelor’s Degree, with related discipline in public health, veterinary public health, pharmacy, epidemiology, microbiology, biostatistics or other relevant disciplines.
- For Senior Executives, a minimum of 3 years of relevant work experience. Experience in health promotion, data analysis, research administration and/or policy work is an advantage.
- Strong written and verbal communication skills are essential. Giving presentations, writing reports, policy briefs, minutes and other forms of business writing are routine to the job. Candidates may be required to demonstrate proficiency in these skills.
- For the Surveillance core area, analytical and quantitative skills to manage data are essential. Candidates should be familiar with basic Excel functions; familiarity with advanced Excel functions (e.g. power query, data models) are an advantage. Proficiency in scientific writing is an advantage.
- For the Research core area, analytical and quantitative skills as well as research experience are essential. Candidates should be able to conduct an online literature search of scientific publications. Candidates should be familiar with conducting literature reviews and demonstrate proficiency in scientific writing. Experience in research grant administration and management is an advantage.
