As a Manager (Transition) of the Communicable Diseases Agency Planning Office (CDA PO), you will work with a dynamic team and play an important role in developing and executing transition plans (as part of change management) and facilitate the consolidation and reoganisation of public health functions under the new CDA. You will also provide operational and administrative support to key Public Health Units (PHUs) at NCID, with the eventual aim to integrate the units’ operations seamlessly into CDA.
The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDAPO’s role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board
Transition Role
- Engage senior leaders and stakeholders for the review and reorganisation of communicable diseases public health functions to reduce duplication while promoting greater efficiencies and synergies;
- Partner senior leaders and new public health units to develop work plans in alignment with CDA’s vision and mission;
- Work with internal and external stakeholders to develop, coordinate, and manage change management related activities to facilitate the transition to CDA within a stipulated time-frame;
- Plan and provide secretariat and operational support for organizational events and staff engagement activities;
- Monitor progress and provide regular updates to senior management on the status of transition and engagement activities;
- Any ad-hoc duties as required for transition of existing entities into the CDA.
Public Health Operations Role
- Support NCID PHUs as the main liaison entity to coordinate the collation of organisational-level activities such as workplan development, budget and resource management for both internal and external stakeholders i.e. the Ministry of Health;
- Consolidate and prepare PHUs progress reports for submission to key stakeholders;
- Plan and provide project management and operational support for key PHU initiatives; ad-hoc Public Health activities and incidents such as disease outbreak investigations as required;
- Oversee and provide secretariat support for inter-department/agency meetings;
- Any ad-hoc duties as required for public health operations in NCID
You will be working in a fast-paced and highly dynamic environment that will require you to manage multiple stakeholders and priorities concurrently for a smooth transition to the CDA.
Requirements
- Bachelor Degree and above, preferably in Science, Public Health or a closely related field.
- At least 5 years of working experience.
- Excellent stakeholder management, strong writing skills with analytical and problem-solving abilities and good interpersonal skills are key attributes.
- Demonstrates system-thinking, having prior experience in planning, priority setting and project management skills.
- Prior supervisory experience will be good to have.
- Hands on experience in change management and transition will be good to have.
